Whoever provides minimum essential coverage to an individual is required to send that person a copy of Form 1095-B, or in the case of large employers, Form 1095-C, and to send the same information to the IRS. Yes, DHCS is responsible for reporting any month(s) of Medi-Cal coverage that meet the requirement for minimum essential coverage (MEC) to the Internal Revenue Service (IRS). DHCS must also provide a Form 1095-B to all people whose coverage was reported to the IRS.
